Just found out about this from John Phillips at Aristotle. He called me because he is testifying at the North Carolina Legislature.

I've got the full text of the bill and it is here on this link:

North Carolina Senate Bill s132 Protect Children From Sexual Predators Act

My understanding is that the bill has passed the Senate and is now moving onto the Judiciary II Criminal committee for comment.

The bills sponsors are: Walter H. Dalton, Tom Apodaca, Bob Atwater, Julia Boseman, Peter S. Brunstetter, Janet Cowell, Katie G. Dorsett, W. Edward (Eddie) Goodall, Steve Goss, Kay R. Hagan, Ed Jones, William R. Purcell, Joe Sam Queen, John Snow, Richard Stevens, Jerry W. Tillman, and David F. Weinstein.

I've read through the bill...

Here's a quick summary of what the proposed bill requires:


-SN Sites need to do age verification.
-SN Sites need parents approval for minors and need ID and age verification OF THE PARENTS.
-SN sites need to actively monitor the sites for predators and remove them.
-SN sites need to report any minor engaged in sex to the Cyber Tip Line at the National Center for Missing and Exploited Children. If they do, they are not liable. if they don't, the individuals at the company responsible are held criminally accountable.
-Failure to comply with their proposed laws results in violation of both criminal and civil law. Daily Fines for non-compliance.

Look for Section 8...It pretty much spells out their rationale.

....on a funny note......one of their definitions of 'Sexually Explicit Nudity' is 'Covered human male genitals in a discernibly turgid state.' Think about the mind that came up with 'Discernibly Turgid State' :munky2:

I'll have more info later.... Apparently there was a gathering of Attorney Generals and they are on the Warpath to get SN....

Last I hear this bill was 'tabled' - meaning that it isn't going anywhere anytime soon.
